How did Dawn and Charlie get contaminated?

I have been talking to a number of press outlets regarding how the detritus from the Skripal attack could have come to be in a position to contaminate and kill Dawn Sturgess and put her partner Charlie Rowley into intensive care in Salisbury District Hospital.

I will caveat this piece from the outset – it is based on speculation, this is purely scenarios I have come up with using a bit of knowledge from my intelligence background and a knowledge of how Novichok and other chemical agents work. As background reading on what Novichok is and more please see my previous article here: https://greyharemedia.com/salisbury-and-novichok-the-truth-and-myth/

One fact we have is that ‘ground zero’ for the Skripal attack was Sergei Skripal’s front door so I am going to work from that point.

Sergei and Julia Skripal were contaminated with Novichok on 4thMarch 2018, however this was not some random act that just happened on that day.  The person or more likely persons involved in the attack will have been preparing for some time.

The first thing that will have been happening once the target was chosen is what is called a pattern of life study to establish Sergei Skripal’s regular routine.  This will have required a surveillance team physically watching Sergei Skripal over a period of days or weeks as well as monitoring his communications and those of his relatives and associates.  We already know Julia Skripal’s emails were being monitored by the Russian state and her phone will almost certainly have been monitored and if they could, the Russians will have been monitoring Sergei Skripals’ communications and online activity.

Whilst the pattern of life study was happening, the would-be assassination team would be practicing working with such a deadly substance, initially with inert substances and possibly have a final practice with the ‘live’ agent. They will he rehearsing their approach to a house in an estate and the application of the agent as well as carrying our many map studies of Salisbury and their route to the Skripal house.

The pattern of life team will then be carrying out practice runs to Sergei Skripals front door. They will adopt an alias based on the pattern of life study – so the delivery of the local takeaway menu, or local free newspaper, or charity clothes bag – all to check and see if Sergei or his neighbours would notice something slightly different.

At some time before 4thMarch 2018 the Novichok nerve agent will have been flown into the UK in a container, probably inside another container and sealed to ensure there could be no leakage. Probably separately the individual or more likely individuals who would be carrying out the attack will have flown in using false identities.

In a few days before the 4thMarch it is probable that the would-be assassins will have been taken to Salisbury and driven around and past the Skripal’s house so they could familiarise themselves with the ground and confirm their detailed map reconnaissance’s.

I now get into the scenarios as to how detritus from the attack could have got into Queen Elizabeth park and remain in a concentration to kill Dawn Sturgess and put her partner Charlie Rowley into intensive care. This is pure speculation on my behalf, including the pick-up and drop off points and routes taken to the Skripals house.  The only two fixed locations are Christie Miller Road where Sergei Skripal lived and Queen Elizabeth Park where Dawn and Charlie were contaminated.

Scenario 1: It came from pre-attack preparation.

The attack team is dropped off in the carpark beside Queen Elizabeth Park – they are sitting on a park bench, it is dark, they are looking like 2 drug users, regular visitors to the area.

On the bench they open a plastic bag and take out a Tupperware type container, it is dark, no one notices they are wearing elbow length protective gloves, unfolding the bubble wrap in the Tupperware container there is a small syringe containing a hand gel-like substance contaminated with the deadly Novichok nerve agent. They squirt the agent onto a cloth and put it back into the Tupperware container – that cloth will be used to smear the nerve agent onto the Skripal’s front door.

Knowing how deadly the agent is and the adrenalin rush of the live op, the would-be assassins are nervous, they accidentally knock the syringe on the ground. Not able to see it quickly and knowing they had a mission to do they left the syringe where it was.

They walk slowly along Churchfields Road, turn right onto Cherry Orchard lane and the cross the A36 down Canadian Avenue and make their way to Christie Miller Road, a quick walk to Sergei’s front door where the cloth is removed from the container and quickly wiped over the door, pretending to post something through the door.

The team moves quickly up India Avenue to the A360, in the process putting the contaminated cloth in a new bag and stripping off their gloves and anything else that could be contaminated and disposing of it in a bin on the A360 before being picked up and driven off to escape the country.

Scenario 2: It came from post-attack disposal of attack means.

The team are dropped off at the India Avenue and A360 junction and walk slowly to Christie Miller Road – they have a cloth in a Tupperware container pre-soaked with a Novichok solution cloth and after quickly wiping it onto Sergei Skripal’s front door they walk south, down Canadian Avenue, up through the industrial area of Lower Road and Churchfield road, heading for Queen Elizabeth Gardens, chosen so they could look like drug users as they took their protective clothing off and dispose of their contaminated detritus.

Unfortunately, as they carefully place everything into another bag, having removed their gloves, the Tupperware container falls to the ground. Un-gloved and unprotected they have no desire to touch it and leave it where it lies. The bag containing gloves, cloth, and other items is placed in a bin near the toilets. Walking down Crane Street to New Street they make their way to the A36 to be whisked away by a pick-up team.

Dawn and Charlie….

Sitting on a bench in Queen Elizabeth Park, Dawn sees a Tupperware container sitting under the bush, thinking “that could be useful” she picks it up and puts it in her handbag, thinking nothing of it, not knowing of its deadly contamination. Or, she sees a syringe and knowing children play in the park she picked it up meaning to put it safely in a bin. Either way, she is a short time off touching the contaminated part of the object and the countdown clock starts for her exhibiting symptoms.

Holding hands on the bus from Salisbury to Amesbury, some of the Novichok is passed from Dawn’s hand to Charlie’s hand. The countdown for him succumbing to the nerve agent started.

Scenario 3:

Scenario 3 is what happened, it could be a mix of one and two or most likely is something else, but I have highlighted these to show what could have happened. The real story will help the police and security services focus their intelligence processes and potentially identify the would-be assassins and their supporting team. Rest assured this was a team effort.

So What?

Under any and all of these scenarios, we have a few common factors. There were a number of people in the original assassination team and it was a carefully planned attack. More worryingly, there is likely to be more contaminated detritus than the one container the police are looking for at the moment.

**Update**

The police investigation potentially identifying a number of “Russian” suspects is what I would expect at this stage of a complex investigation. However, the reports of a perfume spray cause me to raise an eyebrow as it would be a dangerous method for would-be assassins to deploy such a deadly substance. Dangerous because a spray would create an aerosol of this deadly substance that is absorbed through the skin so all exposed skin would have to be covered and the splash back risk from spraying ti would be great potentially contaminating more fo the would-be assassin’s clothing. I would describe it as a ‘brave’ way of deploying a nerve agent. Time will tell.

The reports of several attackers fit with the theoretical scenarios I have outlined above. I would expect the assassination team to be long gone out of the country but Salisbury will always remain a ‘spooks playground.’ https://greyharemedia.com/salisbury-sleepy-hollow-or-spooks-playground/.

This is a very complex investigation and we may never get all of the answers. No matter what I have written, the risk to the general public remains small, but there is a risk, that risk should get smaller as time goes on.

Salisbury and Novichok the truth and myth

Salisbury and Novichok the truth and myth

Salisbury and Novichok the truth and myth

Updated 07/0718 1645 by request for additional information

As someone who commanded an intelligence unit with a capability for the covert surveillance of Russian intelligence operations, has studied organic chemistry related to defence against chemical and biological weapons at both degree and master’s degree level, I think I am qualified to do some analysis of detail that is coming out from the reporting of the Sergei and Yulia Skripal and subsequent incidents in Salisbury. ‬

Also, having commented widely in the national and international press I thought I would put all my thoughts in one place.

What is Novichok?

Novichok (новичок meaning “newcomer” or “newbie”) are a series of organophosphate-based nerve agents. They were designed by the Russians in the 1970’s and 80’s as they sought to produce a binary chemical warfare agent whose constituent parts would fall out with the chemicals that were to be banned in the International Probation of Chemical Weapons Convention, that was in its diplomatic infancy at the time.

A binary device consists of two ‘safe’ compounds that when mixed together form the nerve agent but on their own are little or no danger. An organophosphate nerve agent is one that works on attacking the chemical switch inside every nerve cell in your body that turns the nerve cell off after being stimulated. That chemical switch is an enzyme called acetylcholinesterase and nerve agents destroy the body’s ability to synthesise that enzyme.

Nerve agents fall into 3 persistence categories, non-persistent, eg Sarin (used by Assad in Syria), which has the consistency of petrol and evaporates relatively quickly; persistent agents eg Vx (used to assassinate Kim Jong Nam (Kim Jong Un’s half-brother) in Kuala Lumpur airport last year and has the consistency of engine oil; and very persistent such as Novichok that can be in a solid, powder or treacle level of consistency.

Aside from Sarin, the primary method of absorption for nerve agents into the body is through the skin, so it is unlikely that you would know that you have been contaminated with this the colourless, odourless substance until you start to exhibit symptoms. The symptoms can build slowly for low exposure or come on rapidly for high dose exposure and include: Runny nose and eyes, small pupils or blurry vision, coughing, chest tightness, wheezing, or shortness of breath, nausea and vomiting, abdominal pain or diarrhoea, fatigue, headache, or sweating, muscle twitching or a seizure, leading to collapse, respiratory failure and death. Nerve agents are designed to cause casualties first and foremost to overwhelm evacuation and medical facilities on the battlefield and to deny ground through a sort of chemical minefield.

Why were the Skripals attacked?

Contrary to popular belief assassinating Sergei Skripal was not the main aim of his attack. Sergei Skripal was chosen because he lived in Salisbury and in President Putin’s eyes, was a legitimate target, more of which in a minute. The main reason for this attack, 14 days before the Russian Presidential election was to send a message to any Putin dissenters across the globe that he could get them anywhere, any time and in a horrible way. The second reason was to build a nationalistic strength call, into his campaign domestically.

Sergei Skripal was chosen because Salisbury in next to DSTL Porton Down, the UK’s chemical defence labs and this allowed an element of plausible deniability where President Putin could claim that this was set up to undermine him in the eyes of the international community, and that is exactly the messaging that came out in the immediate aftermath of the attack. The Russians have a doctrine called маскировка (maskirovka) which is all about this and is central to all they do.

The Russians also have an unhealthy belief in conspiracy theories and that the west is out to get them no matter what!

Was this a new attack or related to the Skripal attack?

This latest incident is almost 100% related to contaminated detritus left from the Skripal attack. Novichok has only ever been used once, and that was 4 months ago in Salisbury.

Looking at the timeline from probable contamination to hospitalisation my assumption for what happened would be: Dawn Sturgess in Queen Elizabeth Park touched some residual contamination on a bench, or spotted a syringe (or other object) in the hedge. Knowing children were in the park, she picked it up to put in a bin or dispose of later. She wouldn’t have noticed the colourless, odourless contaminant that had been transferred to her skin. The nerve agent will have started its path of adsorption through her skin and into her bloodstream. Initial symptoms would be minor, building over time and dependent on 2 factors, the amount she was exposed to and the absorption rate through her skin. Only when sufficient was absorbed would she collapse with classic nerve agent poisoning symptoms.

At some stage later, she touched her partner Charlie Rowley, possibly just held his hand. Some of the contaminant would have been transferred but a smaller dose than Dawn had been exposed to but his path to showing symptoms would have been the same. It is possible (I say possible, as there are other scenarios and this is pure hypothesis) that the dose Dawn was exposed to was extremely small and that is why it took time to build up to show symptoms of nerve agent poisoning and that smaller dose, combined with slower absorption is why it took several hours more for Charlie to exhibit symptoms.

If the reports suggesting they were known drug users are accurate, their drug habit could affect the absorption rate, symptoms and treatment they are receiving but I am not a medic and this borders on a speculative comment.  Eventually, the nerve agent would build up to an LD50 level where 50% of people with that quantity in their body would die, the amounts we are talking about are extremely small, probably less than a grain of salt.

So, what was missed?

My Blog (https://greyharemedia.com/clear-and-present-danger/), ‘Is there a continuing clear and present danger?’ published on 15th March 2018 and quoted the following weekend in some of the national newspapers, outlined a continuing threat. That threat related to the would-be assassins.

The would-be assassins will have transported the Novichok in a container, they will have worn some form of protective clothing when they applied it and, unless this was left at the crime scene, they will have taken it away with them. That meant that there was Novichok contaminated item or items somewhere away from the immediate crime scene and possibly anywhere in the country.

I fully expected the police, if they had recovered these items, to make a statement like they do on murder-suicide cases along the lines of “we are not looking for anyone else in respect of this crime.” That type of statement didn’t come and I was concerned that this container and the protective clothing could have been discarded over a school fence, in a train station, in the local fast food restaurant, anywhere! I called the MET Police who refused to discuss it.

It seems that after the path the Skripals took that fateful evening had been checked and decontaminated, the threat from potential residual contamination was wished away and the police followed what I call the ostrich effect and hoped. Unfortunately for Charlie Rowley and Dawn Sturgess, that hope didn’t protect them.

In defence of the police and other security and emergency services.

Novichok is very, very, difficult to detect as it is designed to evade what is normal nerve agent detectors and whilst very persistent it will degrade, albeit very slowly, over time. It also requires you to come into direct contact with it to get contaminated. So, the chance of getting contaminated, even if the assassins gear was never found, was very low indeed. Maybe Charlie and Dawn should have bought a lottery ticket!

That difficulty in detecting means that swabs, samples, items found have to be sent to Porton Down for testing. Porton Down won’t have a high capacity testing capability, so it takes time to get through the hundreds or thousands of samples collected, a lot of time.

Is Public Health England right in their advice?

In a word, yes, the statistical chance of coming in contact with a contaminated object or area is very small but there is a chance! So they should have caveated their advice.  The advice to wash clothes and wipe objects down with baby wipes is sound, it is a matter of chemistry for minute amounts of this substance.

What should be done?

The local council should set up a hotline and app to report discarded items as a specialist collection team sent to recover them quickly. This would be expensive but would leave Salisbury the cleanest city in the country and restore public and tourist confidence. It would be a lot less costly than another city close down!

The police have to find the container used and any protective clothing discarded by the would-be assassins – this is a very small needle in a very large haystack and doing it blindfolded with your arms tied behind your back. It is that easy!

Government scientists should be developing a method for testing for Novichok easily in the field. Of note, only today I was talking to one British Biotech company who have the solution to this problem, the issue is they are a research company and not manufacturers. They just need someone to rapidly develop what they know works, for the current threat. A challenge to the wider biotech world and government research laboratories, drop me a line if you want to know more, but I can’t put more out publicly, unfortunately.

The Russian Bear leading the bald Trump eagle in a game of nuclear Jong

The Russian Bear leading the bald Trump eagle in a game of nuclear Jong

The Russian Bear leading the bald Trump eagle in a game of nuclear Jong

As the globe breathes a sigh of relief over the positive tones regarding a formal end to the Korean War and working towards a de-nuclearised Korean Peninsula, after the meeting between Kim Jong-un and Moon Jae-in, the North and South Korean leaders, we will start to see Donald Trump taking the credit for saving the world from a North Korean nuclear Armageddon. However, we have to ask is all as it seems?

It is very easy to see what we want to see, and a de-nuclearised Korean Peninsula is what we want to see in the same way George Bush and Tony Blair wanted to see Saddam Hussein’s Weapons of Mass Destruction (WMD), so they ensured the world saw that threat…….

We all know how Iraq has turned out because we didn’t open our eyes properly.  The intelligence game is all about keeping our eyes open and acting as the conscience for decision makers. Sometimes they listen, often they don’t and when they don’t and it all goes wrong, the intelligence agencies get the blame, not the politicians who made the decisions.

As I look at the Korean issue, I want to start with Russia and ask some of the intelligence game questions.

65-year-old Vladimir Vladimirovich Putin (Влади́мир Влади́мирович Пу́тин) takes a long and global view of his vision to rebuild mother Russia in the image of the USSR but utilising his version of capitalist principals, not communism.

He has effectively been in power since 1999 when he was first Prime Minister of Russia, becoming President in 2000, engineering a break back to Prime Minister from 2008 – 2012 where his close ally Dmitry Medvedev became President, Putin has now been elected for his second 6-year term of this Presidency. He will be setting the conditions to ensure he can retain power long past this second term even if this means another ‘flip’ with Medvedev.

The ‘So What?’ from this is that Putin can afford to take a long-term view of what he wants to achieve for Russia and can use that longevity to bypass any sticky overseas opposition just by playing the long game.  He knows perfectly well that the leaders of the countries that oppose him are in power for relatively short periods of time and have adversarial political systems which he can easily manipulate so that dealing with the Russian bear remains a relatively low priority.

Putin is an old-school Russian, almost genetically disposed to see conspiracy from the West aimed at destroying Russia. He hankers after the days of the cold war where things were easy but loves the power and wealth he has in post-Soviet Russia; he is a Russian nationalist almost to fanatical levels, but that is his role, after all, he is President.

As you would expect his politics have created domestic enemies and friends; the difference between them and western political allies and opposition is that they are on the whole hugely wealthy and in their own spheres, hugely influential. Like all wealthy influential people, they also have ambition. Those such as Roman Abramovich and Arkady Rotenberg keep their ambition in line with Putin’s and are considered as friends. Those such as Boris Berezovsky, Vladimir Gusinsky, and Mikhail Khodorkovsky are sent clear messages to toe the line or are exiled or imprisoned.  That messaging, as we have seen, is delivered by Polonium 210 or Novichok.

Putin, whilst he is more than happy to ‘go it alone’ is very conscious that his fortune comes from global business and from his long-term view position and historical mistrust of the USA and other NATO countries, he wants to make political and global business alliances. He knows he can control the EU and USA from anti-Russian excesses; Trumps change of mind regarding additional sanctions against Russia whilst Nikki Haley, his Ambassador to the UN, was outlining when they would be implemented is one sign of this. Not quite the eagle has landed and more of the eagle has been warned. Germany signing a gas contract with Russia on the day they issued a statement of condemnation over the Salisbury Novichok attack is another.

Putin sees his route for alliances to be with non-NATO like-minded countries and when their economies are growing, even better. We have been seeing greater cooperation with China and India, we have seen tolerance of Iran and continued massive support for Assad in Syria, but it is China and India I am interested in here.

The South China Seas/Indian Ocean region is seeing the fastest growth of power projection military capabilities of anywhere in the world. India is developing their naval blue water capability, China is doing the same, Japan is responding with constitutional changes and expeditionary capabilities and the disputed Paracel and Spratley Islands are being militarised.

Xi Jinping’s economy continues to grow at almost 7% and he has cemented his political longevity in a way I am sure Putin is envious of.  However, with only one-year difference in age, we have two P5 leaders with very long-term political stability and greater economic interaction, in 2015 Russia signed a $400 Bn 30-year natural gas supply agreement with China. They are natural global bedfellows and Russia’s courting of India makes them a natural focus for defence exports as they can pay!

Xi has been seen for a long time as Kim Jong Un’s only ‘ally’ and he is more like a great uncle trying to keep an errant, badly behaved distant nephew in check.  However, Dan North from the North Korean Monitoring site 38North.org has identified a company called TransTelekom (ТрансТелеКо́m) has put a fast internet connection into North Korea alongside their older and much slower Chinese supplied connection. TransTelekom is a major Russian telecommunications company that owns one of the world’s largest networks of fibre optic cables. The company is a full subsidiary of Russian national railway operator, Russian Railways who are owned by the Russian Federation.  Putin has his fingers in North Korea!

We have seen North Korea blamed for the sophisticated cyber-attack on Sony and the 2017 global WannaCry attack. At the same time, we see North Korea’s nuclear capability go from a warhead of less than 1Kt detonated in 2006 to in 2017 a warhead of an estimated 120-160 Kt exploded. His ballistic missile technology goes from short range to ICBM and failure most times to success most times, over an even shorter period of time.  Where is North Korea getting its cyber training and awareness and where is it getting its newfound nuclear and missile know-how and technologies? What has Russia to gain from a relationship with North Korea? These questions have never been successfully answered.

And what of the young dictator, Kim Jong Un the man who starves his people, executes his relatives with anti-aircraft guns if he suspects them of being disloyal or if exiled, executes them in an international airport with VX, a deadly persistent military grade nerve agent?  He has new friends who are helping his cyber capability and his missile technology. He has his Chinese ‘great uncle’ who has scolded him for poking Trump bald eagle with his ICBM nuclear stick. He has a need for investment and a pause in his nuclear programme, as his test site has collapsed. He has a long-term view just like Xi and Putin. He has, from his perspective, joined the ‘big boys club’ by getting the US President to come to him and showing the world his conventional and nuclear capabilities. He has given Putin an idea of what using a nerve agent as an assassins’ weapon is like. He has nothing to lose by having talks with Moon and Trump and everything to gain. He has a smug feeling in his belly.

The manoeuvring that is going on between Xi, Putin and Kim Jong Un, whilst it all seems to be separate and not interconnected, is likely to be just that, interconnected. What are Russia and China’s long-term goals and why are they playing with North Korea? There is a wider game at play here and it is probably 3 wider games, the Chinese one of global economic dominance, the Russian one of nationalistic resurgence and the North Korean one of sitting at the top table. The short-sighted view many Western countries will have of what is going on will force them to see what they want to, the cries for Trump to get the Nobel Peace Prize for ‘solving’ the North Korean issue have already started.  There is a global alliance here and it may have something to do with the disputed islands in the South China Sea.

We just have to remember some recent historical examples of success and failure. The Chinese economy grows when everyone else’s recedes. Putin annexed Crimea successfully and has a strong foothold in Eastern Ukraine. He has turned Assad’s assumed demise into a winning home run. He has clearly demonstrated the power of маскировка (maskirovka) in influencing elections, referendums and political debates on both sides of the Atlantic. Kim Jong Un has got the President of the USA to come to him.  We the West have a less successful record, the debacle of Iraq that resulted in the creation of ISIS and global terror, the failure in Afghanistan allowing the Taliban and ISIS-affiliated groups, to retake many of the areas soldiers blood was spilled to secure initially and Libya with the humanitarian disaster we see with refugees in the Mediterranean.

Who has the long-term vision and who sees what they want? Should we be worried? My view is, hell yes !!……….

Geopolitical manoeuvring and continued hybrid conflict.

Geopolitical manoeuvring and continued hybrid conflict.

Geopolitical manoeuvring and continued hybrid conflict – what will Putin do next?

As the rhetoric after the US, UK and French bombing of sites in Syria associated with their chemical warfare programme continues, what are we seeing happen with the Russian reaction and how is it likely to develop? Philip Ingram MBE a former senior British Intelligence officer gives his thoughts on the geopolitical manoeuvring and continued hybrid conflict we are seeing.

Putin, emboldened by his political successes at home built on nationalistic fervour and fear when his economy is collapsing and in any normal democratic country he would be held to account politically, we have seen him go on the international offensive.

Putin sees the political cracks in institutions around the world as opportunities and he influences them as any old spy would do, by sticking his knife into them and wiggling it. That knife just happens to be propaganda, fake news, data manipulation and information operations, what the Russians have enshrined in their doctrine, маскировка (maskirovka).

That маскировка is being used to good effect to try and throw off any association with the novichok agent attack on Sergi Skripal, the former Russian military intelligence officer, in Salisbury and the Syrian chlorine attack on Douma.

It has to be remembered that the primary audience for the маскировка campaign is domestic, attempting to make him look strong to his own people. His secondary audience is the increasing groups of conspiracy theorists who seem to believe anything that opposes a government or establishment view, no matter how incredible it sounds.

It is this group that acts as Putin’s voice – spreading the маскировка in their home territories and arguing its justification on social media outlets. They act as the маскировка knife in the institutional cracks across the West and turn it into a self-wiggling knife.

However, as his freedom to manoeuvre in the messaging battlespace is coming more constrained as the details around the Salisbury attack and the Douma attack become clearer, we are seeing the hint of a chink in Putin’s маскировка armour. More and more claims from his officials fall into the fanciful bracket and they begin to sound like ‘Comical Ali’, Saddam Hussein’s spokesman before and during the Gulf War. It is a shame many don’t see this and continue to let closed minds fall to continued маскировка.

So what next, or are we already seeing it? The word that springs to my mind is Kompromat, the threat to or deliberate exposure of compromising material. Unfortunately for President Trump, the whole Muller investigation puts him in an immediate position where he could be compromised. All Putin needs to do is say he had detailed discussions with Trump before his election and offered any help he could, and Trump would be sunk.

It is highly likely there is more and the indicator for this was US Ambassador to the United Nations Nikki Haley’s statement to the UN saying there would be increased sanctions against Russia, just to be told that for some unknown reason, President Trump had changed his mind and there would be no sanctions. The question why has to be asked? It is highly possible that Putin’s intelligence machinery will begin the slow drip feed of any Kompromat they have on Western figures over the coming months. The tabloids should be salivating.

The next possibility is to ramp up pressure on the West through increased Cyber-attacks. We have already seen Russia’s capability with the notPetya attack last year after North Korea was formally blamed for the earlier WannaCry attack. However, the relationship between North Korea and Russia is interesting and bears analysis as North Korea gives a plausibly deniable outlet for blame for Russian inspired attacks.

Dan North from the North Korean Monitoring site 38North.org has identified a company called TransTelekom (ТрансТелеКо́m) has put a fast internet connection into North Korea alongside their older and much slower Chinese supplied connection.

TransTelekom is a major Russian telecommunications company that owns one of the world’s largest networks of fibre optic cables. The company is a full subsidiary of Russian national railway operator, Russian Railways who are owned by the Russian Federation.

WannaCry occurred only a few months before this new connection was confirmed live and over a similar period, North Korean missiles went from failing most of the time to being successfully fired and over increasing ranges almost every time. How was their technology improving so fast? Why would the Russian state want to help Kim Jong Un?

What doesn’t fit with Russia using North Korea to execute cyber-attacks on the West, is the planned Kim Jong Un / Trump meeting, but I suspect this is not all it seems on the surface. However, there is always the potential to use Iran as a plausibly deniable outlet. Time and incidents will tell. With Kim Jong Un and Trump, that is a whole new article, but it is unlikely to be the miracle ‘seeing of the light’ we are all hoping for.

So what? We are likely to see a steady increase in cyber-attacks, using novel and sophisticated methodologies ranging from the carefully targeted to the global releases. The finger of blame from these attacks will likely be pointed at non-Russian actors who I argue, will fall into the plausibly deniable bracket.

Putin’s machinery will take care not to escalate global anti-Russian sentiment too much as they can’t afford retaliation. However, cyberspace is interesting as it is globally unregulated in warfare terms, unlike the Geneva Conventions and Protocols and Outer Space Treaty that regulate warfare in the Land, Maritime, Air and Space environments, cyberspace is a free-for-all environment.

Should escalation occur then the Russian machinery has the ability to refocus western countries into a domestic protection stance. That protection will be from a sustained series of extremist Islamist and increasing number of right-wing inspired terror attacks.

If we look at how many of the attackers in the UK over the past 2 years have been inspired, ranging from the Finsbury Park Mosque attack to the Palace of Westminster attack the internet has played a critical role in inspiring their terror.

The Russians have a clear history in Georgia, Ukraine and elsewhere of enabling terrorists and “freedom fighters” by whatever means to rise up against authority. Given the power of the internet and what is available in the Deep and Dark web but the power of how social media influences, it would be relatively straightforward for Russian inspired terror, prosecuted by plausibly deniable agents, to hit the streets of the UK and elsewhere. They have done it before elsewhere.

One thing is clear when dealing with Russia is that they plan long, use non-standard tactics, work in the area of subtleties and fight dirty. They love it for other people to take the blame and love the ability to manipulate our politically naïve and will see it like ‘shooting fish in a barrel.’ We are in interesting times but given Putin’s political longevity and domestic political unity compared to any western country, we are in very dangerous times and are currently on the back foot. Now is the time for a firm, coordinated and robust defence based on subtle offence. I suspect our democratic systems will not allow this; we are losing.

Salisbury, sleepy hollow or spooks playground?

Salisbury, sleepy hollow or spooks playground?

Salisbury, sleepy hollow or spooks playground?

The assassination attempts on Sergei and Yulia Skripal on 4th March has left the world reeling in horror at the first use of a nerve agent in Europe, never mind one Teresa May described as a ‘military grade Novichok’ agent when she firmly pointed the UK finger at Russia. But is there more to Salisbury than meets the eye? Is it a Russian spooks playground?

Little has been heard about the investigation beyond the MET Counter Terrorism Unit taking control from the Wiltshire Police, which makes sense as they have the resources and numbers of people with sufficient levels of security clearance to work on this highly sensitive, complex, unusual and politically dramatic case. The full story would be perfectly suited to the pages of an Ian Fleming or John Le Carrie novel.

The revelation in the Telegraph that Sergei has a Russian ex-girlfriend who still lives in the area but is too scared to come forward and in the Sunday Mirror that three children were contaminated when given bread by Sergei to feed the ducks in the Avon Playground continues to add twists and turns to this incident. That scenario fits with Sergei’s hands being contaminated.

Again, the Sunday Mirror in their coverage is certain that the ‘ground zero’ for the attack was the fond door handle of Sergei Skripal’s house and where “spooks planted the deadly poison.” Wider questions have to be asked, who planted it? Where is the container they used to transport it to the Skripal’s house? How was it applied and where is the cloth or other item used to apply it? Where are the protective gloves used by the assassin? All of these items remain highly contaminated and could be anywhere. There hasn’t been a statement from the police confirming they have isolated any potential threat.

To have planted the agent on the door handle of Sergei Skripal’s house the assassin would have had to know that it was somewhere he touched on a regular basis. How did that know he didn’t come out of a side or back door all of the time or just pull the door to from its frame? There will have had to be what is called a ‘pattern of life’ study done by the assassin or someone working with the assassin. The Skripals will have been watched.

What was the motive for the attack? The attack was not to try and kill Sergei Skripal first and foremost.  Its primary aim was to send a message.  It’s timing, exactly two weeks before the Russian Presidential election is key.  The message was to dissenters of President Putin, you are not safe anywhere; to the people of Russia, Putin is strong and can operate anywhere; to the West, Russia is not afraid to do what it wants, where it wants and when it wants; and to any spies, you will never be tolerated.

So, why Salisbury? The main reason for Salisbury was the proximity of the DSTL Porton Down laboratories, it gave the perfect disinformation focus for a campaign of ‘plausible deniability.’  It gave the Russian people the excuse that it was a Western fit up and it was somewhere the Russians will have already got a well-established intelligence network. Salisbury and its surrounding villages are a perfect Russian spooks playground.

What attracts a network of Russian spooks to the Salisbury area? There are four reasons why the Salisbury area will have a network of Russian spooks, deeply embedded in the community.

The first is top secret MoD research establishments; DSTL Porton Down is in the news but the secret aircraft research establishment at Boscombe Down near Amesbury is an equally attractive target for hostile intelligence services to try and infiltrate.

Then we have Salisbury Plain, the largest Army training ground in the UK where not just current pieces of equipment are deployed on training but new types of equipment are put through their paces. The concentration of Army Units in the area is huge and the Russians are always keen to keep abreast of what the British Army is up to.

The third reason is intelligence. Just outside Salisbury, the British Army has two of its regular intelligence battalions and the headquarters of the Army’s Intelligence, Surveillance and Reconnaissance Brigade.  These units will be high priority targets for Russian intelligence operations due to the highly classified nature of what they do.  An opportunity they will not want to miss.

The fourth reason is not immediately obvious.  It is the ease of getting from Salisbury to Southampton, a short hop down the A36.  Southampton has the UK’s military port facility where equipment going off to war is loaded.  Ports are always a spooks favourite.

Far from being a sleepy hollow, Salisbury is likely a Russian spooks playground and will have been for a very large number of years.  Their networks will be well established, blended into the local community and have sleeper agents for specialist tasks.  Was this attack carried out by a sleeper agent? The expulsion of undeclared intelligence officers from the Russian Embassy in London will have zero effect on any network they have in Salisbury and its surrounds. Anthony Horowitz and Danny Boyle have the perfect location for 007’s new mission to begin.
